Resumo

A brief overview of the blockade that participatory processes are suffering due to the increasing difficulty in people getting together, the excess of technologies in the daily life of citizens, and the consideration that the things they have been concerned with up to now - in the end - are secondary to the tragedy. This is especially the case for institutions but other actors are organising themselves so that, after the storm, participatory processes can become more central, albeit focusing on strategic issues, such as socio-spatial justice, and the reconstruction of welfare states destroyed after 40 years of neoliberalism.
