This presentation examines the evolving dynamics of European Union (EU) migration and asylum policies through the lens of border externalization, a strategy wherein migration control measures are implemented beyond the EU's territorial boundaries. The reflection delves into the implications of such practices, highlighting the tension between state sovereignty and the obligation to uphold human rights. It underscores how externalization strategies, while aimed at enhancing security and managing migration, often result in the delegation of responsibilities to countries with varying human rights records, thereby raising ethical and legal concerns. Through a critical examination of the externalization paradigm, this presentation contributes to a deeper understanding of the EU's approach to migration management, questioning the balance between effective border control and the commitment to human rights and international protection norms.

Nota biográfica

Inês Sousa holds a PhD in International Politics and Conflict Resolution from the University of Coimbra. She also holds a Master’s degree in International Conflict Analysis from the University of Kent. Her doctoral thesis, "Forced Migration at Europe’s Borders: An Analysis of Border Externalization Mechanisms in the Mediterranean", explores the EU’s externalization practices in migration governance, combining theoretical insight with empirical research. Professionally, she has worked as a trainee at the European Parliament in Brussels and as an international analyst at the Fundação Getulio Vargas in Rio de Janeiro for nearly four years. She was also a guest teaching assistant in European Studies and International Relations at the University of Coimbra. She is currently the Executive Coordinator of the Human Rights Platform in Portugal. Her research interests include migration, asylum, international security, and the European Union.
