Apoio ao Combate à Corrupção em Moçambique
The main objective of the project "Support to Combat Corruption in Mozambique" is to contribute to the reduction of corruption by strengthening national institutions, enabling them to prevent, combat and control corruption efficiently and systematically, ensuring an equal gender perspective. This is a European Union delegated cooperation project co-founded and implemented by the Spanish Agency for International Development Cooperation, which includes two main components: (1) strengthening judicial institutions to increase transparency and prevent and combat corruption; and (2) supporting the participation of associations of justice professionals, civil society organisations and the media in actions to prevent and combat corruption. The Centre for Social Studies, through its Permanent Observatory for Justice (CES-OPJ), is in charge of implementing research and training activities within the scope of the first component, as well as coordinating, managing, providing technical assistance and monitoring the project as a whole.
The research and training activities to be carried out by CES-OPJ are organised around six axes: (1) developing a corruption risk assessment in the justice administration system, to draw up mitigation strategies from a gender-equal perspective; (2) producing a diagnosis of information systems, to increase the transparency and accountability capacity of the justice sector; (3) supporting the consolidation of information and management systems; (4) strengthening judicial inspections of the courts and the Public Prosecution Service; (5) evaluating the effectiveness of whistleblowing lines; and (6) strengthening institutional capacity to prevent and combat corruption.
The complexity of the research subject recommends the use of a diverse range of methodologies, combining documentary analysis, analysis of legislation, statistical analysis, exploratory and semi-structured interviews, non-participant observation, follow-up analysis, focus groups and a specific methodology for the corruption risk assessment. Special emphasis is also focussed on the training of justice administration system professionals. As regards capacity building, the training programmes will focus on deepening knowledge of the socio-legal context of corruption, international recommendations, the legal framework, obstacles to preventing and combating corruption, good institutional transparency and integrity practices, procedures to be followed in criminal investigations, as well as discussing ethical and deontological issues relating to the work of judicial actors, in order to promote an organisational culture more committed to public ethics.
• Corruption risks assessment in the main institutions of the justice administration system and reflection on its impacts and the need for institutions to adopt risk management plans to strengthen the rule of law;
• Diagnosis of the information and communication strategies of the justice administration system institutions, including digitalisation and its impact on court management and procedural management;
• Analysing the functioning of judicial and public prosecutor's services and its impact on the quality of justice and the prevention of corruption in the judicial system;
• Evaluation of the internal and external communication mechanisms of justice organisations and its role as an instrument of transparency and accountability and, specifically, evaluation of the functioning of the available whistleblowing channels;
• Training of judicial actors in topics relevant to strengthening the prevention of corruption in the judicial system and efficient action in the handling of cases related to this crime.
