Resumo

This presentation will divert from the usual celebratory discourse that understands citizenship as a regime of rights and participation, to propose thinking of citizenship as a disciplinary tool in the international management of populations. Citizenship regimes draw much from an international regime influenced by racist imaginations and agendas, as well as the imaginations of the hegemonic colonial (and hence post-colonial) model. Viewed from this perspective, citizenship is not so much about rights, as it is about the disciplining, and the fixing of populations within the boundaries of the decolonized territories. This presentation will draw from field work conducted in the former Portuguese territory of Goa to illustrate this argument and suggest alternative narratives to the dominant discourse around citizenship.

Nota biográfica

Jason Keith Fernandes graduated with a degree in law from the National Law School of India University in 2000.  After spending some time in the environment and development sector, he gained a Master’s degree in the Sociology of Law from the International Institute for the Sociology of Law, Oñati. He has taught courses in the Sociology of Law; and, Law, Poverty and Development in his alma mater the National Law School, obtained a Diploma in Culture Studies from the Centre for the Study of Culture and Society, Bangalore and is currently a doctoral candidate in the department of Anthropology at ISCTE-IUL, Lisbon. His thesis studies the citizenship experience of the Goan Catholic. In addition to his academic pursuits, Jason also engages actively in the Goan public sphere through regular op-ed columns in the local newspapers.
