Elections in Portugal: Campaign and Propaganda

About

The course covers fundamental aspects regarding the Portuguese elections, in preparation for the 2019 electoral year. Cross-cutting issues are addressed to all Portuguese elections and structuring principles from a theoretical-practical perspective.

Recent legislative changes, particularly in relation to voter registration, as well as institutional publicity, are analysed. The means of campaigning and implications for public entities are dealt with, such as posting and removal of advertising, use of public spaces, among others.

The course takes into account the various entities involved in the electoral cycle, namely public entities, candidates, parties, among others. The practical implications of these principles for the various actors are examined, focusing on the concrete provisions that transpose them. The course is aimed at a broad target audience, from a theoretical-practical perspective and informed by the perspective and jurisprudence of the law enforcement agencies, namely the National Election Commission, courts, among others.

 

Coordinator
Carla Luís é investigadora do CES – Centro de Estudos Sociais, em pós-doutoramento. Membro da Comissão Nacional de Eleições desde 2009. Lecciona na área da Observação Eleitoral, Justiça Eleitoral, entre outras. Formadora certificada BRIDGE. Tem realizado trabalho na área das Eleições e Democracia, com instituições internacionais e nacionais. Doutorada pela Universidade de Coimbra, com uma tese sobre a ONU e impacto dos sistemas eleitorais. Foi investigadora no The Electoral Integrity Project (Univs. Sydney/Harvard) e trabalhou com o PNUD como assessora jurídica eleitoral, entre outros. Mestre em Direitos Humanos e Democratização (EIUC) e licenciada em Direito pela FDUNL.

Whoever is in contact with elections in their various aspects, namely public administration, lawyers, judges, prosecutors, public office holders, journalists, members and officials of political parties and movements of voters, candidates, officials of local authorities as well as students and researchers, and those interested in democracy in general.

Hours: Monday: 9:30 a.m. - 1 p.m. and 2:30 p.m. - 5 p.m. 6th: 9am - 1pm and 2pm - 4pm.
