Local elections allow a wider range of people of different nationalities to exercise their right to vote. Parishes have an essential role in this, through the registration of non-Portuguese people.

Who can vote in the Local Elections? Which nationalities and what are the requirements? How and when is the registration done? These and other questions will be answered in this session, in a very practical way.

The session is mainly aimed at Parish Councils but may also be of interest to all people who have contact and work with migrants in Portugal. Registration is free but compulsory. Places are limited and will be filled on a first-come-first-served basis.


Bio note

Carla Luís is the coordinator of VOTEdhr - Elections, Democracy and Human Rights. She is a post-doctoral researcher at CES – Centre for Social Studies. She has a Master's degree in Human Rights and Democratisation (EIUC) and a degree in Law from FDUNL. She has worked in the area of Elections and Democracy, with international and national institutions. She has a PhD from the University of Coimbra, with a thesis on the UN and the impact of electoral systems. She was a researcher in The Electoral Integrity Project (Univs. Sydney/Harvard) and worked with UNDP as a legal adviser on elections, among others. Member of the National Electoral Commission since 2009. Co-author of several annotated electoral laws, among others. Lecturer in the area of Electoral Observation, Electoral Justice, among others. Certified BRIDGE trainer.


Target Audience
Whoever is in contact with elections, in its various aspects, at local and parish level: officials, local elected officials, members of parties or candidacies, groups of voting citizens, as well as board members and delegates, journalists from the local press, among others. The course is also relevant for students, researchers, and those interested in the field of democracy in general.
