Experiences in reforming the administrative justice system in Europe

This seminar, based on the experiences of Spain, France, and the Netherlands, will seek to reflect on the debate and reform trends underway in the European context in the field of administrative and tax justice. It is our hope that this debate can also be a relevant moment for the ongoing reflection in Portugal on how to make administrative and tax justice faster and more efficient.

This seminar is part of the seminar series carried out as part of the research project “Time and the Functional Performance of the Administrative and Tax Courts”, requested by the Directorate-General for the Administration of Justice, which is being developed by the Permanent Observatory for Justice of the Centre for Social Studies of the University of Coimbra.

The general aim of this study is to carry out a diagnosis of the mobilisation and functional performance of the administrative and tax courts, which includes different aspects (legal, organisational, procedural, human resources and material and technological), with a view to presenting concrete proposals and recommendations to improve the efficiency, speed, and quality of the first and second instance administrative and tax courts.  As a specific objective, we highlight, among others, the evaluation of the impact on procedural speed and court efficiency of the reforms introduced in 2019, as well as the performance of the backlog recovery teams.
