The aim of this presentation is to share the analysis of the erosion of international protection and of the figure of refugee, delving into the practises of mobility control and the externalization of the responsibility to protect that are gradually becoming consolidated  in the European Union (EU).

First of all, I will start by briefly contextualising the framework in which the concept of the refugee included in the 1951 Geneva Convention was forged, in order to understand the colonial mark that accompanies the term and that is currently reflected in the mechanisms for recognising international protection. Entering properly into the central theme of the seminar, the proposals contained in the EU's New Pact on Migration and Asylum will be addressed, with special emphasis on the role acquired by "third countries" of migratory transit to the EU. From this analysis, it is proposed to address the challenges faced by people forced into displacement, highlighting the emergence of new frameworks of deprotection not considered as possible sources of recognition of international protection (such as climate displaced persons), the lack of protection suffered on increasingly dangerous migratory routes, or the persecution suffered in transit countries. Finally, a highlight on new approaches to mobility in general, and refuge in particular, taking into account the actions and claims of social movements.

This presentation proposes to build a path that starts from a theoretical critique to reach a practical proposal on the needs of those who seek protection outside their regions of origin.

Bio note

Ivana Belén Ruiz Estramil | Degree in Sociology from the University of the Basque Country/Euskal Herriko Unibertsitatea UPV/EHU, Master's Degree in Models and Research Areas in Social Sciences from the same university, PhD in Sociology from the Public University of Navarre. Her lines of research include asylum and refuge, International Humanitarian Law, humanitarianism and international relations. She has carried out research stays at the Centre for Social Studies (CES-University of Coimbra-Portugal, in 2015), and at the Department of Anthropology, Universidad de los Andes (Colombia, in 2017), the latter thanks to the EGONLABUR 2016 scholarship, granted by the Basque Government/Eusko Jaurlaritza. She has presented scientific papers at the Spanish Universities of Andalusia, Madrid, Barcelona, Basque Country, and internationally as in Portugal, Colombia or Uruguay. Estramil has published articles in several academic journals and in other informative formats.
