International Colloquium

Disability and Independent Living in Portugal: challenges and potentials

November 18 to 21, 2020, 09h30 (GMT)

Online event

Independent Living has become internationally established as the advocacy that people with disabilities should have control over all decisions concerning their lives. This means proclaiming the right to live in contexts where they are not subjected to the logic of dependence on family care or the solutions offered in institutional contexts which, without taking into account their specificities, place them in a situation of vulnerability, preventing them from making decisions regarding their lives. This right is enshrined in Article 19 of the UN Convention on the Rights of Persons with Disabilities. In Portugal, the first Independent Life Centre was created in December 2015 in the city of Lisbon as a result of a pilot project funded by the municipality, and it was not until 2017 that the "Model of Support for Independent Life" (MSIL) programme was approved. Independent Living thus remains a possibility for some people and not a general right for all people with disabilities in Portugal.

The international colloquium - "Disability and Independent Living in Portugal: challenges and potentials" - is a joint organisation of the project " DECIDE- Disability and self-determination: the challenge of Independent living in Portugal", which thus marks the end of its activities, and the CVI's Lisbon Independent Life Support Centre. In addition to the presentation and discussion of the final results of the project DECIDE, this colloquium will be a moment of reflection on the solutions of Independent Living offered to people with disabilities in Portugal read in the light of international experience. The colloquium will once again be attended by Adolf Ratzka (Founder and Director of the Independent Living Institute - Sweden) and the European Network on Independent Living (ENIL), as well as representatives from different European countries (Sweden, Switzerland, Bulgaria, England and Spain) who will present us with the solutions found in their countries to implement Independent Living for people with disabilities.

Organisers: Project “DECIDE- Disability and self-determination: the challenge of Independent living in Portugal” (PTDC/IVC-SOC/6484/2014 - POCI-01-0145-FEDER-016803).
