The course addresses the fundamental aspects of the Portuguese elections in preparation for the 2019 electoral year. Cross-cutting issues are addressed to all Portuguese elections and structuring principles from a theoretical-practical perspective. The course takes into account the various entities involved in the electoral cycle, namely public entities, candidates, parties, among others. The practical implications of these principles for the various actors are examined, focusing on the concrete provisions that transpose them. Emerging issues such as the role of social networks, fake news, and new technologies in the electoral process, the parity law, or the brand-new issue of institutional publicity are also debated.

The course is aimed at a broad target audience, from a theoretical-practical perspective, and informed by the perspective and jurisprudence of the law enforcement agencies, namely the National Election Commission, courts, among others.

During 2019, new thematic modules will be added, with independent and autonomous frequency, in order to address the different aspects of the electoral processes underway.


COORDINATOR
Carla Luís is a researcher at CES - Centre for Social Studies, in postdoctoral studies. Member of the 2009 National Elections Commission. She teaches in the area of Electoral Observation, Electoral Justice, among others. Has carried out work in the area of Elections and Democracy, with international and national institutions. Doctorate from the University of Coimbra, with a thesis on the UN and impact of the electoral systems. She was a researcher at The Electoral Integrity Project (Univs. Sydney/Harvard) and worked with UNDP as an electoral legal adviser, among others. Master in Human Rights and Democratization (EIUC) and Law degree from the FDUNL.

TARGET AUDIENCE
Whoever contacts with elections, in its various aspects, namely civil servants, lawyers, judges, prosecutors, public office holders, journalists, members and officials of political parties and citizen voters movements, applications, officials of local authorities as well as students and researchers, and those interested in democracy in general.

Total number of hours: 26h/course; 13h/module.
Schedule: Thursdays and Saturdays, from 9:30 a.m. to 1:00 p.m. from 2:30 p.m. to 5:30 p.m.
Registration: €300 course; each module: €170.
Students of previous courses: 10% discount.
Multiple registrations per entity: 10% discount on the total course.
