René Ramírez Gallegos  - Academic, Economist, holds a Master in Economic Development at the International Institute of Social Studies in The Hague and a Master in Governance and Public Policies at the Latin American Faculty of Social Sciences of Mexico  - FLACSO.

He has served as National Secretary for Planning and Development, Secretary of Higher Education, Science, Technology and Innovation, Chairman of the Board for Higher Education, President of the Public Company Yachay EP, Chairman of the Ecuadorian Institute of Intellectual Property, Chairman the Ecuadorian Institute for Educational Loans and Grants, President Pro Tempore of the Council for Science, Technology and Innovation of the Union of South American Nations, President of the National Council for Modernization of the State, Chairman of the Board of Directors of the International Center for Advanced Studies in Communications Latin America, Coordinator of the Center for Social Research Goals of the Latin American Faculty of Social Sciences in Ecuador, Professor at the Pontifical Catholic University of Ecuador, Universidad Andina Simon Bolivar and the Latin American Faculty of Social Sciences in Ecuador.
