Metalworkers Unionism, the "Strike Festival," and the Possibilities of a National Collective Contract
Roberto Véras - Brazil

In the second semester of 1999, the federations CUT (Central Única dos Trabalhadores) and Força Sindical organized a "strike festival" among metalworkers to demand the adoption of a national collective contract for the automobile sector. The union federations argued that, in a context of restructuring and decentralization of the automobile industry in the country, differences in salary and work conditions among the states lead to the loss of jobs in the regions where the industry has historically been concentrated. At the same time, in the regions where the new factories are established, these differences lead to the use of public resources by companies without a counterpart in the creation of a proportionate number of jobs with the same standards of pay and social benefits. Due to the relevance of the automobile sector to the country's economy and to both federations involved, this chapter discusses the significance of the above-mentioned campaign in the current phase of Brazilian labor unionism in what concerns the merit of the proposal and the strategies adopted.
