In this work, the author establishes a differentiation between independence a decolonizing, declaring that the sudden, poorly prepared and badly monitored by which the first was done lead to the impossibility of the second. In September 12, 1973, the “Lusaka Program” was signed, with the support of the Presidents Kenneth Kaunda, Julius Nyerere, Hastings Banda and Samora Machel. With this Program it was declared that the Mozambican people should live in peace and racial harmony, that the Portuguese idiom should persist as a “free language” and that Portuguese economic interests should be preserved. The author also tells us about the worthless efforts of Jorge Jardim towards a governmental agreement (not elected and not representative) between FRELIMO and some administrators from the metropolis, in order to work for a new economic and administrative period in Mozambique in respect for its “racial” and religious diversity.
