Míriam Villamil Balestro Floriano


Biography

Míriam Villamil Balestro Floriano graduated in Law from Universidade do Vale do Rio dos Sinos-UNISINOS (1988). In 2007 she obtained the Diploma of Advanced Studies in Philosophy of Law, Universidad de Zaragoza-ES. In January 2016 she obtained the Doctoral Degree from the University of Zaragoza-ES, Program of Legal Sociology and Political Institutions, after the defense of the Thesis "The Implementation of the Human Right to Adequate Food in Brazil". She was a member of the Working Group that prepared the Draft Law on Food and Nutritional Security of the State of Rio Grande do Sul-BR. She worked as a collaborator of FAO-UN in the elaboration of the "Guide to Legislate on the Human Right to Adequate Food" (Rome 2010). In 2010 she was awarded the Human Rights Guarantee Award by the Legislative Assembly of Rio Grande do Sul in partnership with UNESCO and the Maurício Siroski Sobrinho Foundation. In the same year, she received the "Diploma of Recognition" from the Food and Nutritional Security Council - RS, for her work in favor of the enactment of Constitutional Amendment no. 64, which included the Human Right to Food in article 6 of the Federal Constitution of Brazil. He practiced law in 1988 and 1989 (OAB-RS). In 1990 she joined the Public Prosecution Service of the State of Rio Grande do Sul-BR as a Public Prosecutor, performing her functions in the following areas: Family Justice, Human Rights, Education, Childhood and Youth, Domestic and Family Violence against Women, Defense of Public Assets and Urbanistic Order. In 2013 and 2014 she was assigned by the Public Prosecutor's Office as Municipal Secretary for the Environment in the City of Rio Grande-RS-BR. She retired from the Public Ministry in November 2019. She is a Permanent Consultant for the European Research Institute-Euriconv-Dialogi Europaei, member of the Brazilian Research Network on Food Sovereignty and Food and Nutritional Security-REDSSAN, member of the Alliance for Adequate and Healthy Food-BR. She has participated as a speaker in numerous training courses for civil society and social movements in Brazil, giving lectures on the Human Right to Adequate Food and its enforceability. She was a professor at the Human Rights Specialization Program of PUC-RS, EAD 2020 model, teaching the Right to Food. Her area of interest focuses on the activities of transnational agri-food companies and their relationship with sustainability, climate change and socio-environmental effects resulting from the activities of these companies, from the legal perspective of the Human Right to Adequate Food, considering its transversality with other Human Rights.
