Abstract

In the field of solidarity finance, the Community Development Banks (BCDs) network spreads across Brazilian territories, acting in the generation of work and income and in cultural and political changes. This study refers to the doctoral research that aims to identify the favorable conditions, difficulties and limits for the long-term development of BCDs in the promotion of territorial development and counter-hegemonic solidarity. Based on Gramsci's political theory and strategic planning and management theories, the pioneering experience of the Banco Palmas was analyzed, and it was verified that it presents participatory strategic planning actions, coordinated by organic intellectuals for the territorial development of solidarity and counter-hegemonic.
